I'm Rachel Payne, a tech executive and entrepreneur running for California's 48th Congressional District. 

I have seen firsthand how technology and new business models have transformed the economy. Our economic growth opportunities are unprecedented, but in order for us to advance, we have to make sure everyone has the opportunity to succeed.

Rachel Payne Earns Feminist Majority PAC Endorsement for California’s 48th Congressional District

Huntington Beach, CA – Rachel Payne, candidate for California’s 48th Congressional District, has earned the endorsement of the Feminist Majority PAC. Founded in 2002, the Feminist Majority PAC seeks to end the under-representation of women in elected office.

This announcement comes on the heels of last week’s EMILY’s List endorsement of Payne’s campaign. These coveted endorsements show that women are coalescing their support for Payne and view her as the best candidate to take on Dana Rohrabacher in November.

“I am excited and honored to receive the endorsement of the Feminist Majority PAC,” said Payne. “My first internship as an undergraduate was at Feminist Majority, where I studied how domestic abuse cases are handled in our justice system. Through this experience, I learned that economic empowerment leads to gender justice, which in turn leads to a more just society for all of us. That’s why I’ve worked to empower women through micro-finance lending and technology. And in Congress, I’ll be a passionate champion for women in Orange County and across America to have equal status in our economy and access to quality, affordable health care that includes coverage for reproductive health.”

In contrast, Republican Congressman Dana Rohrabacher advances an agenda that hurts Orange County. Distracted by Russia and siding with Paul Ryan on a health care plan that would have cost more than 2.5 million Californians their health insurance, Rohrabacher is proving to be a vulnerable incumbent. Payne will be a champion for working people, and her candidacy provides one of the best opportunities for Democrats to pick up this seat.

About Rachel Payne

Payne has held key leadership roles during the early, pioneering days of the Internet and later at several groundbreaking, Fortune 100 companies where she witnessed firsthand how technology and new business models transformed the economy. She was on the founding team of Google.org and worked in various capacities at Google for eight years including International Business Operations in Emerging Markets and leading the Technology Vertical at Google in Newport Beach.

Currently, she is the CEO and co-founder of FEM Inc.; a holding company focused on research and development at the intersection of media, technology, and gender. In 2015, FEM Inc. launched Prizma, an AI tech venture offering personalized content delivery and analytics for major media and tech companies.

Rachel Payne Receives EMILY's List Endorsement

Rachel Payne received the endorsement from EMILY’s List, the nation’s most influential women’s political organization. Last year, the organization placed Congressman Dana Rohrabacher “On Notice” as one of its top targets for 2018.

Rachel Payne Condemns Trump's Offensive Comments About Africa

In response to President Donald J. Trump’s remarks about immigration and Africa, Rachel Payne, Democratic Candidate for California’s 48th Congressional District, released an official statement and released a web ad discussing her firsthand experiences working in Africa.

“Donald Trump’s comments about Africa are offensive, misguided, and detrimental to our standing in the world, our allies, and the growth of our economy. When I was on the Africa Leadership team at Google, I spent several years working with the local community to help build the foundation for an Internet Economy and use technology to empower tech entpreneuers, farmers, students, and small business owners across the continent. There are not people on the planet stronger than women in Africa and they are my heroes. It is shameful that our president views these hardworking, entrepreneurial individuals as not worthy of living in America. His comments are not reflective of Orange County values and I’m calling on Congressman Dana Rohrabacher to denounce them.”

Rachel Payne is a technology executive and entrepreneur who has vast experience developing innovative solutions to drive economic growth. While working in International Business Operations and as Country Manager at Google, she led teams in Emerging Markets, spending several years living and working in sub-Saharan Africa. She focused on infrastructure, localization, strategic partnerships, and public policy to ensure broad-based participation in the opportunities created by mobile phones and emerging technologies. Her team’s work was recognized in 2010, where she accepted Google’s first award at the Mobile World Congress for “Best Mobile Apps for Economic and Social Development” along with partners MTN and the Grameen Foundation for building and scaling critical mobile services in agriculture, trade and health that serve people in poor, rural areas. She also worked with heads of state on policy relating to Internet access and job creation.

Rachel also has experience working for microfinance organizations that provide financial services and access to technology for low-income individuals in Latin America and Africa.
