Dear potential constituents,

My name is J Paul Ganzel. I was once a professional bullrider, then underground utility contractor who chose to change course and follow a burning passion for educating our youth, coaching, and raising cattle.

After spending two weeks at our capital, sitting through house and senate sessions, talking and listening to numerous legislators and teachers from across the state and phone calls to friends within numerous other state agencies, I’ve come to the conclusion that not only education, but district 36 and our state as a whole are faced with a dismal future if we don’t start forcing our legislators to:

  • look at unforeseen and unintended future consequences within their proposed policies, budgets, programs, and laws before they are finalized and go to the floor.


  • stop playing a bait and switch game with reoccurring revenue being sublimated instead of supplemented, then once allocated, using it for political gain.


  • start each year with a zero based/line item budget, itemizing each and every projected expenditure.


  • create budget software, using itemized projected expenditures, that allows public ease in researching exactly where every dollar goes.
    • Truly separating all overlapping budgets departments, agencies, commissions and administrations, on a micro level, to eliminate the ability of politicians to manipulate the public, as well as potential fraud and waste.


  • Perform an INVESTAGATIVE and/or PERFORMANCE audit of the ODOE yearly.
    • We can truly eliminate likelihood for fraud and waste.
    • As I understand it, our current way of only performing topical reviews to financial reports that each agency provide, do not suffice.


I have a plethora of ideas to add as we meet in person at numerous locations and venues over the next several months within our district.

Most important, I look forward to YOU adding to the list of reform ideas, as well as your input in the journey of molding them into quality legislation. 

(Three legislators last week made the comment, "there are no good bills, only bad bills and worse bills"... it doesn't have to be that way).

I look forward earning your vote and becoming a legislator that you consider:

  •  transparent
  • approachable
  • honest
  • forthcoming
  • full of integrity
  • reliable
  • has no selfish agenda
  • a strong negotiator
  • makes educated votes in committee and on the floor
  • willing to fully share the rational behind each vote, in sincerity.
  • one who DOES NOT talk in circles avoiding true agenda and stance on any issue
  • willing to meet and talk with you and most important....listen to you.


Just one of many random "education" thoughts that we can collaborate and come to consensus on before presenting quality bills to committee in 2019:

Begin each year with:

  • a Zero Based/Line Item Education Budget (eliminating all reoccurring revenue earmarks)
  • an itemization of all expenditures on a micro level
  • make transparent for all to see.

From this:

  • fight to nullify unessential federal mandates that are not fully funded.
  • fight for full funding of all essential federal mandates.
  • eliminate all unessential state mandates.
  • fully fund all essential state mandates.

This should allow for:

  • teacher raises
  • small Class Sizes (the most important component, in my opinion) 
  • larger District Budgets (more local/district control)

Repeat with:

  • the same outline for each and every state funded department, agency, commission, and administration.

End with:

  • a yearly INVESTIVGATIVE and/or PERFORMANCE audit on the entire state budget. 

The savings and efficiency projections will allow for:

  • keeping a true rainy day fund with a percentage of the surplus (instead of depleting it when the economy is on a high and not having one when the economy is in a downturn)
  • appropriate appropriations to each and every state entity.
  • ability to lower taxes

Some of my core values:

  • Christian ideas were one of the important intellectual influences on the Founders of our country.
  • I believe individuals should be admitted to schools and hired for jobs based on their ability.
  • Human life begins at conception.
  • The death penalty is a punishment that fits the crime of murder; it is neither ‘cruel’ nor ‘unusual.’
  • The free market system, competitive capitalism, and private enterprise create the greatest opportunity and the highest standard of living for all.
  • Public schools are the best way to educate students. 
  • Support the use of adult and umbilical cord stem cells only.
  • Oil drilling should be increased both on land and at sea.
  • Change in global temperature is natural over long periods of time.
  • There are too many gun control laws – additional laws will not lower gun crime rates.
  • Support competitive, free market health care system.
  • At airports, choosing passengers randomly for extra security searches is not effective. 
  • Support legal immigration only.
  • Respect ownership and private property rights. Eminent domain should not be used for private development.
  • Government should not interfere with religion and religious freedom.
  • Marriage is the union of one man and one woman.
  • The Social Security system is in serious financial trouble.
  • Lower taxes and a smaller government with limited power will improve the standard of living for all.
  • The UN has repeatedly failed in its essential mission to promote world peace and human rights.
  • Terrorism poses one of the greatest threats to the U.S.
  • Oppose long-term welfare.  Opportunities should be provided to make it possible for those in need to become self-reliant.


Chatter around district 36 says, "we ALL need to get behind the best candidate as to not spread votes too thin to win", I am in full agreement. 

If, after reading the above, I appear to be the best choice of the five candidates in this race, I would welcome the opportunity to meet you in person and reassure your assumption. 


Now that I've thrown my name in the hat, I've come to the realization that it is going to take funding and an army of supporters to take this house seat.
