I'm an engineer, and the incumbent isn't. We've got floods, and polluted beaches, and expensive drinking water, and I'm pretty sure I can help at a reasonable price. Water technology goes back to the earliest days of engineering. There are tricks to the profession; how you get low cost retention and remediation. It helps to have someone overseeing things who knows what he's looking at.
